Outcomes, Evaluation and Monitoring

Although the Court order does not require the collection of any specific type of outcome measures or client and system evaluation data, by late 2009 MassHealth will determine what outcome standards and evaluation mechanisms it will employ to assess the effectiveness of the new services.  At a minimum, it will collect data through periodic application of the CANS to measure child functioning and progress.

The Court Monitor is responsible for monitoring and evaluating compliance with all provisions of the Court’s order.  The Monitor will conduct periodic reviews of various requirements or elements of the service system, and establish methods for assessing compliance with each relevant provision of the order, including outcomes for children.

By 2009-2010, evaluation reports will be posted below. 


The Commonwealth prepares bi-annual reports on implementation, which are filed with the Court and posted below, together with the plaintiffs’ comments on these reports.
