Reforming the Mental Health System in Massachusetts
 

Child Welfare

A significant portion of children served by the new children's mental health system are involvemed with the child welfare system.  The Department of Children and Families (DCF) serves tens of thousands of children in Massachusetts in four distinct categories: protective services provided pursuant to G.L. c. 51A; custodial services including foster and adoptive placement; Children in Need of Supervision (CHINS); and voluntary placement.  DCF is committed to integrating its service plans and service providers with the Medicaid-funded home-based services and the ICC wraparound planning process for children in all four categories.  

DCF has developed a protocol for participating in the new children's mental health system and the Local Systems of Care Committees, including referral of youth in DCF, membership of DCF staff on care planning teams, and integration of DCF service plans in the Individual Care Plan developed by the CSAs.  Click to view the DCF protocol.
